City simplifies building permits

Laws - Ho Chi Minh City’s Department of Construction discussed issues about
construction licensing to citizens at a meeting on April 10.
The deputy director of the Department, Quach Hong Tuyen, said citizens who want to change the interior design of houses, such as staircases, bathrooms and partition, do not need building permits.
This is different from the past when local authorities needed to grant permits, and rarely did.
Mr. Tuyen also asked district authorities to receive citizen’s information about changing interior designs.
When investors or owners want to change other designs, which are different from the original building, they must to provide previous and new blueprints to authorities.
The time for considering adjustments should be a maximum of 10 working days. For any changes related floors and size, citizens must to ask permission.
In the case of a house with two parts - one part built on land that may be reclaimed by the local government for public projects, ‘temporary,’ and the second part on an area unlikely to be used, the authorities will give two building permits.
He suggested owners must clearly detail which part of the house is ‘temporary,’ and take down the addition when a public project requires them to do so.
Mr. Tuyen said temporary buildings are allowed to have two floors, tiled roofs and bricked walls.
