Lawmakers to eye railway, city planning
Laws - Ha Noi's urban planning and the proposed north-south high-speed train will top the agenda of the National Assembly's plenary sessions from May 20 to June 25.

The session – the seventh of the 12th parliament – was also expected to approve 12 new and 10 draft laws as well as two draft resolutions, National Assembly Office chairman Tran Dinh Dan told the National Assembly Standing Committee.

The committee, which has responsibility for parliamentary affairs between plenary sessions, is preparing for the May-June session.

Other important issues to be discussed included the State budget; reports dealing with school establishment, investment and an assurance of quality of higher education.

National Assembly deputy chairmen Nguyen Duc Kien and Uong Chu Luu said the parliamentary draftsmen needed to submit their work to the assembly for assessment as soon as possible.

National Assembly Judicial Committee chairwoman Le Thi Thu Ba suggested that the draft laws be sent not only to the presiding body but also to other relevant bodies for assessment.

Relevant bodies should also make their own assessment for submission to the National Assembly, she said.

Standing Committee members argued that the assembly should identify the issues of most concern to deputies and ask the Government to assign representatives to answer their questions.

National Assembly chairman Nguyen Phu Trong emphasised the need to ensure the quality of documents submitted to the NA.

Ordinance

The Standing Committee discussed and approved an ordinance that defines the procedures for seizing aircraft yesterday afternoon.

The ordinance gives the provinces and cities where aircraft are instructed to land the right to seize them.

It also intended to ensure that the rights of creditors, owners and the others with a stake in the seized aircraft are protected.
