NA committee yet to assign city planning agency for Hanoi and HCMC

Laws - The National Assembly (NA) Standing Committee has not been able to
choose an agency that will be responsible for planning the "special
urban areas" of Hanoi and Ho Chi Minh City.
A special urban area is defined as a center for politics, culture, tourism, training and science with national and international transportation links, according to the national daily Viet Nam News.
The parliament's Draft Law Board (DLB) recommended at the meeting that the Ministry of Construction (MoC) help the government plan for the special areas.
But the NA's Economic Committee suggested the task should be assigned to the cities' People's Committees with the MoC responsible for examining and submitting the plans to the Prime Minister.
"The city authorities know their cities inside out. Thus the People's Committee will do a good job of city planning," said Ha Van Hien, director of the NA's Economic Committee.
The draft law board, on the other hand, said planning of a special urban area must ensure that connections of that area with nearby provinces are maintained, so a central agency like the MoC will be more suited for the task.
Hien replied that, with the MoC's close supervision, letting the city authorities make the plans will ensure that these connections are maintained.
NA Vice Chairman Nguyen Duc Kien said at the meeting the MoC may hire foreign consultants to make the city plans for special urban areas if it is assigned the task.
The NA Standing Committee also discussed the office of the chief architect at the meeting. Deputy Minister of Construction, Nguyen Tran Nam said the chief architect's office will replace the departments of Planning and Architecture if the NA approves the title.
"The departments haven't done a good job. City planning nation-wide has been haphazard recently," Nam said.
