Regulation requires approved tendering plan

Laws - The Ministry of Planning and Investment issued Circular No 02/ 2009/TT-BKH on February 17 regulating bidding processes.
Under the circular, project investors are responsible for submitting tendering plans to the investment approval body for approval. A tendering plan can be approved simultaneously with or after the investment approval process, and plans can be made for the whole project or, in some cases, for specific bid packages. The circular provides all related standard forms for tendering plans and the application file.
