Seminar discusses private-public partnership adoption
ME - Investment projects in the form of Private-Public Partnership (PPP) should be carried out on a trial basis to help create a legal foundation for the adoption of the model in infrastructure projects in Vietnam, heard a seminar on PPP in Hanoi on March 19.

The seminar, the third of its kind co-organised by the Ministry of Planning and Investment (MPI) and the Japanese side, aimed to seek the most efficient approaches to the making of a legal framework for the application of public-private cooperation in Vietnam-Japan joint infrastructure projects.

“Vietnam is studying experiences from the utilisation of PPP models from other countries in order to build its own PPP model,” Minister of Planning and Investment Vo Hong Phuc said, stressing that this new investment form, though new to Vietnam, promises to help lure more investment capital for the country’s infrastructure development.

At present, the MPI is coordinating with relevant agencies to build a legal system to encourage PPP investment and it is expecting to receive both experiences and advices from Japanese partners in the work, Minister Phuc said.

Vietnamese businesses and Japanese investors at the seminar also agreed on the necessity of applying PPP models particularly in developing countries, including Vietnam, as they are struggling with a shortage of both capital investment and effective management in the time of the global economic decline.

According to Pham Manh Dung, Head of the MPI’s Legal Department, working groups will be established to sort out specific projects to be carried out under PPP form and finalise concerned mechanisms supporting the implementation.
