Vung Tau International gateway port eligible to be an international container transshipment port

ME - Under the direction of Prime Minister Nguyen Tan Dung on the implementation of the detailed planning of the port group No. 5, Cai Mep, Ben Dinh - Vung Tau deep-sea port complex will become the world’s and region’s seaport center, and Van Phong -Khanh Hoa port will be an international container transshipment port. Nevertheless, in fact, with the potentials and strengths, the port system was put into operation at the Cai Mep-Thi Vai is totally possible to become the hub of international container transshipment.

THE PREMISE OF DEVELOPMENT

After just over a year in operation, SP - PSA international port and Tan Cang - Cai Mep container port SITV port and Cai Mep International Terminal (CMIT ) received hundreds of container ships as mother ships and transit vessels with the load of more than 100,000 tons in cargo handling.

The statistics of ships in cargo handling is a premise to research for development of Vung Tau international gateway port to become an international container transshipment port, especially when a series of other ports in the region have been adjusted their design for receipt of kinds of vessels above 100000DWT and are currently under in progress of construction such as Saigon - SSA international container port, Gemadept Link Container Terminal port...

ISSUES NEED TO HANDLE WITH

Mr. Pham Anh Tuan, Deputy General Director of Portcoast Consultant Corporation (Portcoast) affirmed that Ba Ria - Vung Tau met conditions, but to develop the Vung Tau international gateway port to be an international container transshipment port, it was necessary to do lots of work. In particular, it needs to address 5 basic issues:

Firstly, research and development of public infrastructure serving seaports such as the maritime flow; management system of electronic marine activities and transport system connected to ports including roads, rail, inland waterway and airway. Synchronous research and development of technical infrastructure such as electricity, water supply and communications.

Secondly, study specific mechanism to attract international transit of goods through the Vung Tau international gateway port. To encourage and attract international transit of goods, it should have preferential mechanisms and policies to ensure the ports to have attraction to shippers and ship owners. Propose specific mechanisms and policies to facilitate the Vung Tau - Cai Mep - Thi Vai area in charge of a basic international transit role; allow foreign-owned ships to handle goods at ports and no need to do import procedures for sources of goods, only make the procedures for ships under the Maritime Law; To be eligible for freight and charges at ports in accordance with actual conditions and characteristics of an international transshipment port which initially engages in a fiercely competitive market with major international transit port in the region.

Thirdly, research and development of logistics services supporting for port activities, which focus on developing logistics centers after ports, embracing formation of an open economic zone or a free trade center after the Cai Mep - Thi Vai port system.

Fourthly, training high quality human resources to meet the requirements of management and exploitation of international transshipment services and logistics support services.

And last but not least, to promote the development and application of electronic customs; study formation of data center for operation management and exploitation of port logistics services in the entire region.
