| During 1995-1997, Cat Lo Fishing Port in Ba Ria-Vung Tau Province became the country's first modern port, funded with Japanese ODA (Official Development Assistance). It is still considered the premiere fishing port in Vietnam. Operation of the port demonstrates the importance of a modern fishing port for the development of the fishing industry. Cat Low has an area of 6.25ha with a system of port wharves, frozen storage and fish markets and can dock 4,000-5,000 fishing boats each year. After nearly two years of operations, the port has made good use of its advantages. Last year, a series of infrastructure works were implemented as part of the project to upgrade fishing industry infrastructure. The project has a total initial capital of US$35 million provided by the Asian Development Bank (ADB). Nguyen Huu Khuong, director of the project says, "The system of fishing ports will provide a firm foundation for Vietnam's fishing industry. The system will help reduce losses and protect marine life as well as create jobs". Of 10 fishing ports are being built, eight expected to be completed this year. With these ports, the country will have a system of modern ports. The Ministry of Fisheries has planned a system of fishing ports to be completed by the year 2002. The northern fishing port group will have 16 ports, including three island ports and 13 on shore. The group of fishing ports in the central region will include 44 ports with six island and 38 shore ports and the south will have 32 fishing ports, combining six island and 26 shore ports.
